I wonder why experts look at the application layer first...it looks more like a network performance problem.
If this is Gigabit, of course explorer would be much, much faster than 11 MB/s , that's around 100 Mbit/s.
So please use a network benchmark (netio) and see how it performs.
If that is no better, see if you can find a newer driver for your NIC.

You can try downloading Microsoft's application, RichCopy (This is replacement for RoboCopy if you are transferring large no of data over network.)

Why you don't use robocopy ? there is option for allowing copy process in multi-thread mode to speed up the copy process

at 11mbps Im guessing that you are copying to USB? In which case you are limited by the USB bus on your computer, and the USB device, if you want faster USB transfers fit a USB3 card and use a USB 3 Capable device.
