OK, so it appears viruses were the cause of the issue. I think Malwarebytes is very good value - much better value than free. You did solve the problem with it.

Thanks for your quick replies that work and solve my issue.
I am using  those virus scan as follows

Norton Internet Security that just include filesystem scan and site attack scan  only.
McAfee Security that just site attack or filesystem scan
Malwarebyte that seems it is the best including registry, memory, filesystem, heuastic analysis, site attack scan

Finally, I download trial of Malwarebyte and fix those detected objects on my computer and work  around and  let it  in sleep and wake-up mode and turnoff/on computer, running a lot video on at the same time with many browser intstances enabled, so far
the high CPU usage overall 60% is gone  and my computer is running properly without any hot around the regulator area, at least within 3 hours

Do you think Malwarebyte ,https://www.malwarebytes.org/, is the best choice between those vendors, it is worth to pay for it after 14-day trial around $US30 ?
OR there is free and good  virus including registry scan on internet ?

A broken fan can cause overheating but that does not usually cause high CPU.

A process driving the CPU to its maximum speed can cause the machine to get hot but not necessarily overheat.

Check to see if you have a third party power manager and if you do, reinstall it. But I do not think this is the issue.

You have an abnormal problem with the computer.

Viruses:  In addition to the scan you did, also scan with Malwarebytes. It may find things you own AV did not find.

If you are certain it is not a virus, try a Windows 7 Repair Install. You can do this with the Windows 7 DVD and sometimes with the on-board recovery partition. Be sure to back up the computer first.  Here is a Seven Forums Tutorial to assist you.

I tried to reboot my computer, there is no issue but when I work around with my Chrome
browser for connecting to external website for a while such as 1 hour and then let the computer in sleep  mode or leaving my desk for outside for hours, and then come back  home and touch my computer, the overall %60 CPU usage is appearing on taskmanager
 and the HP laptop is hot.

I check Norton anti-virus software that doesn't find any virusrowse
and even I quit all program or browser, the 60% high CPU usage is
shown on the taskmanager
