do you have sqlcmd , try it and read followings, osql may be removed in latest sql server
http://technet.microsoft.com/en-us/library/ms162806.aspx
use sqlcmd instead
===============
http://technet.microsoft.com/en-us/library/ms162773.aspx
you might need to install sql server if no sqlcmd and no MS sql server
so you might download update something relate to sql so that
you has such issue

i also get the solution http://technet.microsoft.com/en-us/library/cc708426(v=ws.10).aspx , as me to To
1.Type: net stop WSUSService, and then press ENTER.
2.Type: "%programfiles%Update Services oolsosqlosql.exe" -S SQL_InstanceName -E -b -n –Q "USE SUSDB update tbConfigurationC set BitsDownloadPriorityForeground=1" and then press ENTER.
3.Type: net start WSUSService.
4.Close the command prompt window and retry synchronization: in the WSUS console, click Options, click Synchronization Options, and then under Tasks, click Synchronize now.
but i did not find "%programfiles%Update Services oolsosqlosql.exe", there is no osql folder under the tools, any advice?

500 points GOOD
If that's still in issue,
it might be access-right issue, someone change it, if so it is hard to fix it besides
try by error. There is a few report found about this issue in google.
Anway, take a look at this during waiting
http://social.technet.microsoft.com/Forums/windowsserver/en-US/6f4c313c-3f8a-43a2-a641-97fe654b2319/wsus-sp2-unable-to-download-updates-for-windows-2008-r2
Try to save the update to new different destination folder from the default C: WSUS WSUSContent for testing purpose only
the article tells where is content directory about that
http://technet.microsoft.com/en-us/library/cc708545.aspx
Be reminded change it back if not working
