Ii worked, I tried some of the other solutions that were viable, none worked, system restores were not viable and neither was using third party applications.

I have tried some of suggestions involving registry changes and using SFC (which I has already done). I was only able to fix the problem by running Windows 7 "Service Pack 1" and then doing the many updates. I now can see 'folder' as a choice when I right-click on the desktop.

wiglack--Thanks for the clarification. When I click your link I get the usual IE notice about Run or Save, but it also says "This type of file could harm your computer". It might have been better to include the link to the actual page containing the download rather than a link to only the download.

Mine is for win7. I have used it before on 7 pro to fix same issue.

lawrence532003--
Use the fix offered here under "Here's How".
http://www.sevenforums.com/tutorials/28677-new-context-menu-remove-restore-default-menu-items.html
There is a possibility that the fix offered by wiglack may be for Vista and could damage your PC.

Coud you do window system recovery on WIndow 7 that
can let you go back to the system one week ago or one month ago, whatever
the set point you set in before ?
That might let get back the function of creating a folder

Download this registry file to your desktop. Double click it and add it to your registry. It usually fixes this problem.

Hi,
To start with you will need to check if any of your windows file is corrupted or missing by using the System File Checker tool.
The System File Checker tool (SFC.exe) scans for missing or corrupted system files and repairs them.
Please following the link below to use SFC.exe
http://support.microsoft.com/kb/929833
If you can output the report that would be very helpful.
Regards
