I am needing to create a account for Linux that will grant a BACKUP client to connect and backup the server this account is for a software package called ARCSERVE so its not going to be used by a human being as such
any ideas how I should proceed

Still to backup just the server I would suggest you to use root user.

The actual databases get backed up via rman and isn't part of this
I want to backup the actual server and not the databases

I would suggest you to use root account to backup remote Oracle server.
and the reason I say this is because root account has full access to entire server. So in case if you want to perform full backup of Oracle server you would require root user. IF you try using another account apart from root then there is chance of few data getting missed at the time of backup.
Also if you have to backup Oracle database then you have to use system account to backup oracle database and also need to install CA Oracle agent on the remote oracle server.
