I am using VPS hosting with centOS 6.5 OS , and the default of time zone is MZK(MOSCOW)
So I would like to change it to America/New_York,
So I try to use command of export
export TZ=America/New_York, and try date command, it showed the America/New_York time
But when logout the shell and re-login and type date command,it shows MZK time zone again
Why, If use tzselect and setup command, it is same as export command
Where the time zone variable stored in Linux, so that I chang it permenently
Please advise

I changed the grade to a 'B'. In cases where the Experts helped you get to a solution, but you still had to do a lot of the legwork yourself, a 'B' is entirely appropriate.
As for a 'C'... Really, the only time you should give a 'C' is when the Expert's answers are vague or incomplete, you asked for (reasonable) follow-up or clarification, and the Experts ignored you. You never really asked for any follow-up before you closed the question, and that is why the 'C' came as such a big surprise.

Even thought, they did not provide completed solution but already help

I assume you are asking about a linux timezone and not a PHP timezone based on what values you are setting.
To make it permanent you need to set the TZ value in your $HOME/.profile or your $HOME/.BASH_PROFILE as appropriate. Add this to your profile:
