my remote website is share-server at US. And recently
I experienced the occasional shut-down on my website that I found
when I go to my website in browser. When I ping it at command-line
at window, it reply 100% loss connection. And I report it the hosting
company support, they found it but the solution they can NOT solved
and just suggest to remove my server account  to the new server. But
they request me the database transfer not more than 2G but unfurtunately my database
is more than 2G. And now the connection is back to normal. but actually
the shut-down happens evey few hour a time in a day.

My question
1- Why the hosting company could not set the max backup limit to higher one
at the today hard-disk technology is advacned and fast and cheap
2- Could I write a little php or linux script to record all shut-down record and time
for my website on my server even during the shut-down period ?
it seems it is impossilbe needing the script running on the server is shut-down occasionally
3- Ask other server to record my server shut-down record by script. Is it possible ?

Any sussgestion to solve my issue.

Good Grief!  That is a terrible way to treat a paying customer.  It's time to get a new hosting company.  You should not have to tolerate this sort of nonsense.

I use and recommend ChiHost.com.  They will probably move your site to their servers for free when you open a hosting account (they've done that for me a few times).  I have also gotten good service from LiquidWeb and HostGator.  I have had poor service from GoDaddy and SiteGround.

6GB is such a small amount of storage that it should fit just about anywhere.  Every year in September I profile the cost of online storage.  Last year (and it will be less this year) the cost to buy 1 GB was about the same as 7 sheets of toilet paper.

You can use tracert - it is a simple and effective means to check the path between two points in a network.  I was not suggesting you use an external service like I listed - I mentioned them only as an option you could consider, your choice.  They can offer benefits like monitoring from multiple location around the world.  This may not be important to you.

1. I was wondering what your maximum space allowed by you plan with the hosting company ... I would have thought that if your max was say 10GB, and they move you from one server to another - that your max allowed should have been moved.
2. I was suggesting that there different points of failure ... that from and outside perspective ... would appear like a 'server shutdown'.  
3. I am confused what you mean by 'my server' ... do you have multiple?  Or is this one provided by your hosting company, if it is, how could it record anything if it is shutdown.  If you have another server - then of course you could write a program to check the connectivity between the two ... as long as the other one isn't provided by the same hosting company (if they are in the same data centre and they may still have connectivity to each other but have a network issue from the www - this goes back to my point 2).

Some answers:
1) I could only guess - only the hosting company can answer that.  My guess is they are trying to save money.  How much disk space does your plan allow?
2) depends on what & where the problem is.  Is it a server issue, then which server; or a network issue, where in the network??
3) which other server are you thinking?

There are companies that provide "website uptime monitoring" - some free (with limits); some paid.  The first few I came across with google are:

There are plenty of others ... I would suggest you do your own search and checks if you want to go down this path.
