is there a way to stop users installing programs without admin rights
i have notice some programs are still installing without admin rights

Software installations cannot be prevented, sorry. But you can prevent them from running all but a number of defined executables which does solve your problem. And that can be done though software restriction policies.

Hi,
Windows GPO only allows you to prevent installation of software which uses the add/remove programs style of installation. If a program simply "runs", like many torrents, Chrome etc (which just install themselves in the user hive of the registry and local c:users<username>/appdata type locations: the above referenced GPO to prevent installation takes no action.
Instead, you can blacklist various exe filenames from running or you can whitelist certain ones and only allow those to run.
For example, if the user should old be running MS Office apps and maybe 1 or 2 other apps, create a whitelist for those and *deny* running any other .exe files. This will stop the user from running those applications or installation things like uTorrent or Chrome but of course, it's reasonably difficult to maintain if the users have a dynamic list of applications they want to run.
This is what takecoffee is referring to above and it *will* prevent users from running or installation applications like Google Chrome.
However be aware that blacklisting specific applications is a losing and pointless battle - instead you should blacklist -everything- and whitelist only the applications you want to be allowed to run.

Use Group Policy Editor properly
You can if you wish restrict users from installing programs in Windows 7 , Windows Vista, Windows XP , Windows 2000 & Windows Server family. You can do so by using certain Group Policy settings to control the behavior of the Windows Installer, prevent certain programs from running or restrict via the Registry Editor.
